Significant changes proposed to federal research funding

The Office of Management & Budget has issued a proposed rule that would make extensive and consequential changes to the Uniform Guidance governing federal research funding — among the most significant revisions in decades.

As outlined in a recent higher education association brief, the proposal would expand federal agency discretion in funding decisions, increase compliance and oversight requirements, restrict certain research costs and international collaborations, and introduce new risks and uncertainties for research institutions.

We are assessing the potential impacts to the One KU research enterprise and preparing a detailed, data-informed institutional response to submit by the July 13 deadline. If you would like to share input for consideration, please use the One KU Research feedback form and respond by June 26.

Important: As a member of the public, you may also comment directly to OMB; however, OMB will only consider one comment per institution. Therefore, if you choose to submit comments to OMB in an individual capacity, it is critical that you state your experience generically (e.g., a faculty member in <field> at a large public university) and do not use your KU email nor mention your affiliation with the University of Kansas.
