Federal Government Shutdown | Budget Reference Guide

A short-term spending bill has been signed to temporarily reopen federal agencies that do not have an FY19 funding appropriation. This bill reopens the affected agencies through February 15, 2019.

The Office of Research will continue to closely monitor federal appropriations and sponsored awards from affected agencies during this time. We will communicate with investigators who may potentially need to proactively request sponsor actions (no cost extension, additional funds, etc.) while this short-term bill is in effect. If you have questions, or need to communicate with a sponsor to request an award management action, please contact pas@ku edu.

The Office of Research is continuing to monitor the federal appropriations process and the resulting partial shutdown’s impact on the research enterprise. As of 1/9/19, the Office of Research has not received any additional communications from affected federal agencies. At this time we have not received notice of any wide-spread proposal submission deadline shifts or sponsored work cessation. As updates are available, they will be communicated with campus.

The Office of Research is monitoring the current budget situation in Washington, D.C. and we are working diligently to determine appropriate responses should the Federal government partially shutdown. Impacts to application submission, award processing, no-cost extensions, and other tasks that require federal sponsor interaction are being assessed; most affected sponsors will not have staff to assist with any application processing, post award action processing, or payment of any invoice. Sponsors have released plans in case of shut down that can be found at https://www.whitehouse.gov/omb/information-for-agencies/agency-contingency-plans/.

The Office of Research has not received any stop work notices. If you directly receive any shutdown-related correspondence from the sponsor (e.g., stop work order, required actions notice), please immediately provide the information to pas@ku.edu so that appropriate next steps can be assessed. Principal Investigators will be similarly informed should the Office of Research receive any such notice that affects their sponsored award.

Appropriations bills have been passed for approximately 75% of FY2019 funding. The table below shows on the left which agencies have received funding and, on the right, the agencies whose appropriations bills have not yet passed and would be affected by a partial shutdown.
