Significant Changes for NSF Proposals
Starting January 2016 as found in PAPPG 16-1
Effective January 25, 2016, NSF is implementing major changes to their proposal submission process. Significant changes are summarized below with KUCR’s suggested response. For more information, please review the NSF PAPPG 16-1 (pdf).
Failure to submit prior to 5:00:01 will now result in the proposal not being accepted by NSF. In order to ensure an on-time error-free submission, please work with your Pre-Award Grant Specialist to have all final documents uploaded and ready for submission no later than 4:00 PM.

Collaborators & Other Affiliations Section
This section should be removed from the Biographical Sketch. Please see the “Collaborators & Other Affiliations” section below for instructions on where to include this information in the proposal.
In FastLane, biographical sketches for senior personnel may no longer be grouped together and uploaded in a single PDF file associated with the PI. Each individual’s biographical sketch must be uploaded as a single PDF file or inserted as text associated with that individual.
For the personnel categorized as (a) postdoctoral associate, (b) other professional, and/or (c) student research assistant, a biographical sketch may be included. However, such information should be uploaded as a single PDF file labeled “Other Personnel” in the Other Supplementary Documents section of the proposal.
|CURRENT AND PENDING SUPPORT||
Include All Project Support
Current and Pending Support has been revised to reflect that all current project support should be listed in this section of the proposal, including internal funds allocated toward specific projects.
It is no longer allowable for the current and pending support of all senior personnel to be grouped together in a single PDF file. Each individual’s C&P must be uploaded as a single PDF file or inserted as text associated with that individual.
|COLLABORATORS & OTHER AFFILIATIONS||
Collaborators and Other Affiliations
All senior personnel must provide information regarding collaborators and other affiliations as a separate upload under the “Single Copy Documents” section of FastLane. This replaces the Collaborators section previously required as part of the biographical sketch.
This page will be updated as soon as NSF provides additional instructions.
At this time, it is unclear whether a standard template will be provided by NSF for all submissions or if a particular format will be required.
The Office of Research recommends that investigators maintain a Collaborators and Other Affiliations list that includes the First and Last Name and Institutional Affiliation for each collaborator in the following categories:

Results from Prior NSF Support
Information must be provided for any PI or Co-PI that has received NSF funding with a start date in the past five (5) years. (This includes current funding and No-Cost-Extensions.) Separate headings for Intellectual Merit and Broader Impacts must be clearly found for EACH prior support discussed.
New information must be provided in the PD for projects that involve vertebrate animals. A specific procedure has been outlined for cases in which IACUC approval has not been obtained prior to submission.
|LETTERS OF COLLABORATION||
Letters of Collaboration
Must now follow a specific template/format. Any letters that are included that do NOT match the specified format will not be reviewed.
NSF’s template is as follows: “If the proposal submitted by Dr. [insert the full name of the Principal Investigator] entitled [insert the proposal title] is selected for funding by NSF, it is my intent to collaborate and/or commit resources as detailed in the Project Description or the Facilities, Equipment or Other Resources section of the proposal.”
